Hello Achim,
It is “Radio Arctica”. According their announcement they are transmitting from station near Polar Circle. If I good recognised it is intended to protect Arctica – they say “hands away from Arctica” (in russian). I suppose this is some kind of pirate transmission. Soon I add recordings to my log because it is interesting and a bit strange transmission.
